A State Duma deputy has proposed banning gay and bisexual men from donating blood.

Mikhail Degtyaryov, a Moscow mayoral candidate for the LDPR party, said Monday that his proposal is not an act of discrimination but a precautionary measure since over 65 percent of HIV-infected individuals are men, Interfax reported.

Russia's attitude to gay rights has been under intense scrutiny since a law was passed by the Duma in June banning the promotion among minors of "non-traditional" sexual relations.

The law has been dubbed "anti-gay" by critics and has led to calls by various rights groups to boycott the Sochi Winter Olympics in 2014.
