Cathy Judd-Stein serves as the Deputy Chief Legal Counsel, Office of the Governor, Commonwealth of Massachusetts. In that role, she provides legal oversight of board governance, compliance, risk management, litigation, procurement, employment matters, legislative issues and municipal finance. She has spent much of her career dedicated to public service, advising extensively on public conflicts of interest, governmental reforms, and health and human services. Ms. Judd-Stein has served as an instructor for UMass Boston’s John W. McCormack Graduate School of Policy and Global Studies in “Ethics and Public Policy” since 2007.
In 2000, Governor Paul Cellucci appointed Ms. Judd-Stein to serve as Deputy Legal Counsel and his ethics advisor. She remained in that same position for Governors Jane Swift, Mitt Romney and Deval Patrick (through his transition), and then served as Governor Patrick’s Executive Director of the Judicial Nominating Commission.
A graduate of Dartmouth College and Harvard Law School, Ms. Judd-Stein is a member of the Leadership Council for the Brigham and Women’s Hospital, Mary Horrigan Connors Center for Women’s Health & Gender Biology, and serves as President of the Class Officers Association at Dartmouth College.
